The State Government has fixed Annual Revenue target every year for Department of Excise. The revenue collection of the Department is mainly in the form of Excise Duty levied from liquor procured by the Military and Para- military forces deployed in the State and State armed forces which are exempted under Manipur Liquor Prohibition Act, 1991. Revenue collection is also done in the form of compound fee/fine levied from excise prohibition offender as penalty and from license and renewal of license fee.
